Two Lancaster men pleaded guilty Thursday in federal court in an identity theft scheme that targeted driving under the influence offenders in Lancaster and York counties, according to a news release from the United States Attorney's Office.

John B. Spencer III, 30, and Donald E. Stoner, 38, face up to five years imprisonment, mandatory restitution and $250,000 in fines when they are sentenced on Feb. 11.

The two admitted to targeting people who had been convicted of DUI offenses. They requested court files and obtained information, such as the victim's social security number, date of birth and driver license number.

Then they opened fraudulent bank accounts, created phony e-mail addresses and applied for loans in the victims' names.

Approximately 100 individuals had their identities stolen between January 2008 and March 2009 and about $27,190 was gained as a result of the scheme.
