York City Police are still investigating the death of a 16-year-old killed in 2004.

Bart Rohrbaugh Jr., of York, was killed on Sept. 26, 2004. He had been hanging out on the block near his Walnut Street home when he was shot to death, according to city police reports.

Investigators believe the William Penn ninth-grader was not the intended target of the shooter.

Authorities said the teen may have got in the way, or he got in the middle of a scuffle between two rival gangs.

The case is one of three being looked at by an investigative grand jury. In Pennsylvania, grand juries are made up of 23 jurors plus seven to 15 alternates and can remain seated for up to 18 months.
